以發光植物生物科技推行第六產業地方創生，以「提高農民所得」為目標，用行動讓台灣農業永續，由發光植物生物科技地方創生推動綠色環境給付，讓農業生產與生態互利共生。為台灣農業打造國際綠色金流，並著重在地發展跟農業發展創生議題，用行動打造青年回鄉、輔導農村社區經營、提高高齡人員勞參率，同時解決部分能源政策重點在研究減碳的新領域，即藉由植物減碳協助企業達到淨零碳排理想。
